It is also tied to the mandate Newsom laid out that the schools can't gather for workouts/practice etc.. in groups larger than 12. Until that is lifted or the Cal schools were exempted/excluded from it in the same way the NFL teams have been they can't hold legitimate practices or scrimmages to prepare for any potential season.
