Guessing Susan Collins will follow suit, but I'm sure she will express her deep concerns.

With the M&Ms signaling their support to confirm it allows Collins the cover to vote no which is her only shot (if at all) to win her election

So the prez DOES need to sign it or not?

There are two different ways that it could become a law without the POTUS signing it but neither would be a realistic possibility.

1. POTUS vetos the bill, the bill gets sent back to Congress where a 2/3rds majority in both chambers can over-ride the veto

2. POTUS simply ignores the bill neither signing or vetoing it and it becomes a law after 10 days.

I could see option 2.

On another note, just imagine the wailing by the GOP if Biden signed off on it after appearing to oppose it before the election.
