Cal finishes second in the North because...

OSU, Cal, and UW have similar 4-5 conference records.  Cal & UW have similar 7-5 overall records and Cal beat UW so Cal should be the #2 team in the South.

Overall records are never used as a conference tie-breaker.

If only they played in the South. The league has Cal in the No. 2 spot, because:

The official Pac-12 football standings are ordered highest to lowest in each division based on five criteria:

  • Winning percentage in Pac-12 play
  • Number of wins in Pac-12 play
  • Overall winning percentage
  • Number of overall wins
  • Alphabetical order

* Note: See the comprehensive explanation of multiple team tiebreakers used to determine who participates in the Pac-12 Football Championship Game.

** Note: Head-to-head tiebreaker is used only to determine division winners. 

The Pac-12 only decides who wins the division, they make no distinction between second and third. Cal and UW are tied and listed in alphabetical order.

That is only the criteria used to show the standings on the Pac-12's website. It has nothing to do with actual tiebreakers. Not that it matters for 2nd place anyways.
