Because he can.  When you buy Twitter (or even a hot dog stand) you can make whatever rules you want.  And if it doesn't make customers happy, too bad.

You fail to recognize that Musk is making rules that will cause employees he doesn't want, to quit, so he doesn't have to terminate them; and to have undesirable posters to stop posting, without violating freedom of speech rules.  Rest assured he has consulted his legal team before making any decisions.
