There are two different ways that it could become a law without the POTUS signing it but neither would be a realistic possibility.

1. POTUS vetos the bill, the bill gets sent back to Congress where a 2/3rds majority in both chambers can over-ride the veto

2. POTUS simply ignores the bill neither signing or vetoing it and it becomes a law after 10 days.

I could see option 2.

On another note, just imagine the wailing by the GOP if Biden signed off on it after appearing to oppose it before the election.
