...which is no longer needed for the current fiscal year.  With government accounting, you do not roll over the money to the next fiscal year unlike with your typical business.  That money must be spent no questions asked and that is something that the typical person doesn't understand when it comes the difference between business and governmental accounting & budgeting.

We'll have to see about it once Congress gets back from their August recess related to education & health.  Hard to predict what could happen due to the coming impeachment proceedings and Trump himself.

It could be argued that given the low unemployment rates (who knows with that eventual global recession) and perhaps a reduction in overall school enrollments as a result, not as much money is needed for colleges.  Likewise with health care where employee health plans would be taking care of people instead of government run healthcare for unemployed people which would't need as much money as usual.  Perhaps if $5B remains for those two things, Trump can always reprogram any leftover money towards the wall if allowed.

At this time of the year, the government should be getting a better idea of how much money it could have reprogrammed towards other purposes.  Sometimes that money ends up going to the Department of the Treasury which is responsible for paying down the nation's debt.
