Is it not because USC and UCLA lobbied against a Balanced schedule in order to preserve traditional non conference rivalries and the revenue stream generated thereby? If I recall correctly, some of the other high home attendance schools went along because home games against lesser nonconference opponents had a lower pay out to the opponent then would be necessary for a conference game under the revenue-sharing rules.
