It sounded kind of like that, but what I think he meant was that he was not focused on rankings (or the fact that Penn State was not included in the playoff), and just wanted his team to play well. If that is what he meant, it betrays the fact that his team might still be preoccupied with having been left out of the playoff. That is the wrong frame of mind to be in for a bowl game.
